- Add a coordinator-neutral, versioned invocation, checkpoint, and terminal result protocol for delegated ticket implementation. - Enforce exact authority, candidate, PR topology, validation, review, and caller-ledger invariants with strict schemas and a bundled validator. - Document the optional delegated workflow and cover adversarial handoff, replay, drift, and publication cases.
- Keep CI on the last validated Ruff rule set instead of allowing a new release to redefine the repository-wide lint baseline. - Record the prior delegated-execution commit in the changelog and leave the CI repair as the current uncommitted entry.
